The day after a company is dissolved, the business name can be requested by another entity.

An LLC may revoke its dissolution within one hundred twenty (120) days of its effective date.  However, you may want to call to make sure the business name has not already been taken by another entity. If the LLC has been administratively dissolved, and the name is no longer available for use, the name must be amended and you must provide the Amendment to Certificate of Organization Limited Liability Company form and filing fee to the Secretary of State.

What is the penalty if you do not dissolve properly and just don’t file your annual reports?

Idaho has no late fees associated with delinquent annual reports. You have 60 day from your due date to get it filed. After the 60 days you are administratively dissolved by the Idaho Secretary of State. Once that occurs, you may be reinstated for a $30 fee. Only domestic Idaho businesses have the option of a reinstatement of an administratively dissolved company.
