North Dakota allows filing in person, by mail, or by fax.

North Dakota SOS accepts VISA, Master Card, or Discover. You must pay by credit card if you file by fax. If you deliver documents by hand or by mail, you may pay by credit card or check.

You will have to pay $85 for the report fee and $135 for the reinstatement fee.

How long does it take the state to process the filing?

Processing normally takes 30 days.
North Dakota does not offer expedited processing.

How long does your North Dakota corporation have to be inactive with the state before you wouldn’t have any fees, and would just have to start over with a new North Dakota corporation?

So you can miss the two reports, but if you don’t file by the date the third is due, you will not be eligible for reinstatement.
